À partir d’une enquête menée auprès de 330 salariés, l’analyse montre que l’engagement est largement renforcé par un leadership perçu comme juste et par un sentiment de justice sociale. Pourtant, cet engagement ne se traduit ni par une parole libre sur le vécu professionnel, ni par une mobilisation collective. Le recours aux syndicats reste marginal, et les récits critiques sont absents, tant dans les espaces de travail que dans la sphère culturelle. Le poids des normes hiérarchiques, la peur des représailles et l’insécurité économique contribuent à cette forme d’autocensure. The purpose of this article is to concretely study the role that these revenues play in financing development in Senegal, in particular the financing of the public administration wage bill, public investment, public social spending (in education and health) and debt service. Using modeling using the ARDL approach, with annual data covering the period 1990-2024, the results we found suggest that Senegal's tax revenues are mainly absorbed by the payment of civil service salaries and debt service.
